His Excellency Mohammed Ibrahim Al Shaibani
His Excellency Mohammed Ibrahim Al Shaibani
Chairman of Nakheel

Appointed as Chairman of Nakheel in January 2020, His Excellency Mohammed Ibrahim Al Shaibani coordinated and led the redesign and realignment of the organisation along with the Board of Directors. Under His Excellency’s leadership Nakheel has undergone a complete transformation, with the organisation now being aligned to the Dubai 2040 Urban Master Plan and complementing the Dubai Economic Agenda D33, in line with the ultimate shareholder’s vision.

His Excellency has extensive experience in spear-heading world-leading, large scale real estate and hospitality projects, being Chairman of the Board of Directors of Kerzner International, the home of Atlantis, One & Only, SIRO and Rare Finds brands, as well as Chairman of Meydan City Corporation. This has in turn shaped the vision and future positioning of the Nakheel brand as a leader in its sector.

A graduate of the US, His Excellency has served the Government of Dubai for 25 years in various capacities across Singapore, London and Dubai, including as Deputy Chairman of Expo 2020 and Deputy Chairman of Dubai World.

In addition to his role at Nakheel, he also has several positions of strategic and economic importance to the Emirate, including as the Director General of His Highness the Ruler’s Court and Managing Director of the Investment Corporation of Dubai, the principal investment arm of the Government.

Sultan Bin Sulayem
His Excellency Sultan Ahmed bin Sulayem
Member of the Board of Directors
His Excellency Sultan Ahmed bin Sulayem is one of Dubai's leading business strategists, who has played a critical role in the expansion of Dubai’s infrastructure, contributing significantly to the growth of the UAE. He was responsible for establishing and leading Nakheel, during the time that Palm Jumeirah, the world’s largest man-made island, was built, and also played a critical role in providing a revitalised direction for Nakheel during its redesign and realignment. He serves as a member of the Board of Directors of Nakheel and also sits on the Board of the Dubai Executive Council, the UAE Federal Tax Authority and Dubai Free Zones Council.

His Excellency is the Group Chairman and Chief Executive Officer of the leading Global Logistics company, DP World and the Chairman of the Ports, Customs and Free Zone Corporation. Over his four-decades long career, His Excellency has led the international expansion of DP World, propelling it to become one of the largest global port operators and trade enabler in the world, with 78 marine and inland terminals in six continents.

In 2022, he was named the MENA region’s first HeForShe Champion by UN Women.

His Excellency has a Bachelor in Economics from Temple University, USA.

Issam Galadari
Mr. Issam Galadari
Member of the Board of Directors and Managing Director
A veteran of the real estate sector in Dubai, Mr Galadari’s career has spanned over three decades, focused on planning and engineering to shape the Emirate through iconic projects that have transformed the city’s urban landscape.

Mr Galadari was appointed as a member of the Board of Directors of Nakheel in 2020 and also serves as Managing Director of the organisation. Since his appointment to the Board of Nakheel, he has provided strategic oversight and was instrumental in supporting and providing guidance for the future direction of Nakheel as a whole.

As well as his key roles at Nakheel, Mr Galadari is the CEO of Meydan City Corporation, CEO of Dubai Health Care City and a member of the Board of Directors of Atlantis, Atlantis the Royal Resort & Residences and Kerzner.

Mr Galadari was previously the Director and CEO of Ithra Dubai LLC, prior to the company merging with the Nakheel Group. Under Mr Galadari’s stewardship, Ithra Dubai LLC launched and delivered many noteworthy projects, including One Za’abeel and the Deira Enrichment Project, as well as the regeneration of the Waterfront Market, enhancing the economy and landscape for the people of Dubai. Mr. Galadari also played a pivotal role in development of Atlantis the Royal and selected One & Only Resorts.

Mr Galadari was also the CEO of Emaar Properties where he oversaw the development of Downtown Dubai, Dubai Marina, Arabian Ranches, Emirates Hills, Montgomery Golf Course and the Burj Khalifa. He was also the Managing Director of Emaar International where he expanded the business into 11 countries in Asia and North Africa. Mr Galadari began his career in 1986 with Dubai Municipality as a Project Manager and then as Head of General Projects, where he worked on major projects that helped to shape Dubai’s landscape, including developing Dubai’s public parks and infrastructure.

Mr. Khalifa Hassan Al Daboos
Member of the Board of Directors
Mr Khalifa Hassan Al Daboos was appointed as a Member of the Board of Directors of Nakheel in 2020, and he has brought his significant experience and economic acumen to his leadership role within Nakheel, including during the redesign and realignment of the organisation.

Mr Al Daboos has a career that spans over 30 years and during this time he has held significant senior positions with a range of leading investment and financial institutions in the UAE.

Mr Al Daboos is the Deputy Chief Executive Officer of the Investment Corporation of Dubai, and the Chairman of the Board of Directors of National Bonds, a leading savings and investment company in the UAE. He also sits on the Board of Directors of additional organisations, which include Kerzner International Holdings Limited and Dubai Holding.

Mr Al Daboos is the Managing Director and a Member of the Board of Directors of Dubai Aerospace Enterprise (DAE), a global aviation services company headquartered in Dubai.

Previously, Mr Al Daboos served as Investment Director at the Government of Dubai's Department of Finance in H.H. The Ruler’s Court of the Government. He began his career with Emirates NBD in various treasury, foreign exchange and capital market functions.

Mr. Khalid Mohammed Salem Al Bakhit Al Falasi
Member of the Board of Directors
Mr Khalid Mohammed Salem Al Bakhit Al Falasi was first appointed as a Member of the Board of Directors of Nakheel in 2010 and brings considerable expertise and experience to Nakheel. 

Mr Al Falasi has been a significant figure in the real estate and construction industry of Dubai for over 30 years and this professional experience was realised through Mr Al Falasi’s valuable counsel during the redesign and realignment of Nakheel.

Mr Al Falasi is also the Executive Vice President of Investment Corporation of Dubai, and Chairman of ICD Brookfield.

Mr Al Falasi has also held board-level positions at Dubai Real Estate Corporation (DREC), which contributes to the sustainability of Dubai's urban growth.

Mr Al Falasi was also on the board of Emirates Global Aluminium PJSC.

Mr. Ibrahim Hussain Al Fardan
Member of the Board of Directors
Mr. Ibrahim Hussain Al Fardan has brought his wide-ranging professional acumen and strategic oversight to Nakheel since his appointment as a Member of the Board of Directors in 2010.

Mr. Al Fardan played an integral role in the redesign and realignment of Nakheel, drawn from his extensive professional experience in a career that has spanned over 40 years. 

As well as his role at Nakheel, Mr. Al Fardan is Chairman of Al Fardan Investment and has participation in other Al Fardan family businesses.

Mr. Al Fardan also serves on several boards, including Souq Extra, Jafaria Endowment Charitable Council of Dubai (JECCD), and he is also the Vice Chairman of Al Nasr Sports Club.

Mr. Adel Khalifa Al Shaer
Member of the Board of Directors
Mr Adel Khalifa Al Shaer has served as a Member of the Board of Directors of Nakheel since 2010 and has significant commercial and economic experience in a career that spans over 20 years. Since his appointment as a Member of the Board of Directors, Mr Al Shaer has made significant professional contributions to Nakheel, including during the redesign and realignment of the organisation.

Mr Al Shaer is also a Member of the Board of Directors of Emirates Global Aluminium in 2022 and also serves as a member of the Audit and Risk Committee. In addition, Mr Al Shaer is a member of the Board of Directors of Guinea Alumina Corporation.

He has previously held positions as Finance Director and Director General at Emirates General Petroleum Corporation (Emarat), a major power and energy company in Dubai and the Northern Emirates.

Mr Al Shaer has been a Fellow of the Chartered Institute of Management Accountants (UK) since 1997.

He holds a Bachelor’s degree in Economics and Business Administration from United Arab Emirates University.

Naaman Atallah
Group Chief Executive Officer
An industry veteran with nearly three decades of professional experience, Naaman Atallah is the Group Chief Executive Officer of Nakheel. He leads a workforce of over 1,300 employees to deliver innovative developments offering exceptional residential, retail, hospitality and leisure choices to customers.

Naaman joined the company in Q4 2020 and has been instrumental in transforming the company’s credentials as a world leading master developer. As a distinguished industry leader and strategic thinker, Naaman has focused on customer centricity as a key pillar to drive business excellence and growth. His many accomplishments include redesigning and realigning Nakheel’s business strategy with a delivery focused model, keeping customers as a central focus. This has resulted in significant market demand and an over achievement of sales, in less than a year, as well as building an inclusive workforce that reflects the Nakheel brand values and ethos.

Prior to joining Nakheel, Naaman has held senior leadership roles for some of the most prominent companies in the real estate industry including CEO of Piramal Realty in India, CEO of Dubai Properties, COO of Emaar and COO of Qatari Diar. He has held numerous positions at real estate industry bodies including an advisory role on the Investment Committees of Real Estate Funds. He is currently a board member of the real estate division of the Misk Foundation for the advancement of Saudi youth.

Naaman earned a Bachelor of Science (BS) in Civil Engineering from the University of Texas and a Master of Business Administration (MBA) from Pepperdine University.

Junaid Rahimullah
Chief Financial Officer
Junaid Rahimullah joined Nakheel as Chief Financial Officer in October 2020 with a focus on driving the company’s growth.

His remit includes finance, procurement, technology, contracts, human resources, concession, and administration. He has worked closely with the Chief Executive Officer to create a collaborative workplace culture and strengthen governance and accountability at Nakheel.

Junaid began his 30-year career in the Middle East as an auditor at Arthur Andersen in Oman before joining the Dubai office where he progressed to senior management. Prior to joining Nakheel, Junaid held the position of Chief Financial Officer at Dubai World where he played a pivotal role in negotiating a USD 17 billion debt restructuring.

Junaid also serves on the boards of Gulf African Bank, One&Only Resorts and Mazagan. A chartered accountant and a certified public accountant, Junaid was educated in Pakistan and the United States of America.

Omar Khoory
Chief Assets Officer
Omar Khoory is the Chief Assets and Hospitality Officer overseeing the retail, leisure, hospitality and marina sectors at Nakheel, including more than 20,000 villas and apartments, 3,500 hotel keys and 500 berths.

Through his 15-year tenure holding various positions at Nakheel, Omar now spearheads the management, operation and leasing of world-famous hotels, large-scale destination developments, as well as two state-of-the-art marinas. He has also led the realisation, development and delivery of The View at The Palm, creating an award-winning tourist attraction for the UAE.

Born in Dubai and educated in the UK, Omar has an Electrical and Electronic Engineering degree from City, University of London as well as a Leadership and Management certification from Wharton Executive Education, University of Pennsylvania. Omar also became a member of Young Presidents’ Organisation, the global leadership community of extraordinary leaders.

Rasha Hasan
Chief Commercial Officer
Rasha Hasan joined Nakheel in 2021 as Chief Commercial Officer, leading the sales and product launch strategies. She brings her passion for building customer relations to Nakheel, continuously developing outstanding customer journeys to increase market share and uphold the company’s brand image.

With over 18 years of experience in the real estate industry in the UAE, Rasha has held senior management positions at some of Dubai’s largest real estate companies and has played an instrumental role in the successful sales launches of the city’s most iconic projects.

Rasha is a Chartered Accountant and has a bachelor’s degree in banking and finance. Her customer centric approach has seen her transform her career focus from banking to real estate.

Ayman Hamdy
General Counsel and Company Secretary
Ayman Hamdy joined Nakheel in 2020 as General Counsel and Company Secretary to revitalise the company’s legal, governance, compliance and regulatory functions. He is leading the restructuring and establishment of the new legal team that will help carry out Nakheel’s vision across its megaprojects.

Ayman’s 30-year legal career spans senior roles in government and private entities in the Middle East including Public Prosecutor at the Ministry of Justice in Egypt, Head of Legal at Unilever in the Middle East as well as positions as Chief Legal Officer and Company Secretary for Emaar Properties PJSC and other international real estate companies. Ayman also served on the Board of Directors of many companies in the UAE and internationally.

He is a member of the State Bar of California, the Egyptian Bar Association and he has been practicing law in the UAE since 1996. He is a Fellow of the International Bar Association and a member of the Association of Corporate Counsel and the American Bar Association. He studied law at the law schools of Washington University at St. Louis (U.S.), Université Paris Dauphine (France) and Alexandria University (Egypt).

Mohammed Rashed
Chief Projects Officer
In his role as Chief Projects Officer at Nakheel, Mohammed Rashed is responsible for delivering diverse developments across Nakheel’s various portfolios.

Mohammed began his career at Nakheel in 2003 as a project architect and has since risen through the ranks to become Chief Projects Officer in 2020. Over the course of his time at Nakheel, Mohammed has worked on numerous flagship projects including Jumeirah Islands, Jebel Ali Village, Jumeirah Park and Dubai Islands, in addition to Nakheel’s various malls and destinations.

Passionate about delivering high-quality projects that meet the needs of the customers, Mohammed has ensured the delivery of over 20,000 residential units and overseen USD 5.5 billion worth of construction.

Mohammed holds a degree in Architectural Engineering from the College of Engineering at United Arab Emirates University and a master’s degree in International Business from the University of Wollongong in Dubai. He has also completed the Dubai World Leaders Programme at Wharton Business School in Pennsylvania.

Elias Moubayed
Chief Development Officer
Elias Moubayed is the Chief Development Officer at Nakheel and leads the asset developments portfolio overseeing the design and development of Nakheel’s master-planned communities. From site acquisition, project strategy and value chain development, to design works, public realm and infrastructure planning, Elias has been instrumental in the conception and delivery of Nakheel’s mega development projects including Palm Jebel Ali, Dubai Islands, Al Furjan, and Jebel Ali Village.

An architect and urban designer with over 25 years of experience, Elias has led the master development of iconic and award-winning projects across the Middle East and North America including the Beirut Central District Reconstruction, the US Census Bureau Headquarters, the Saraya Mixed Use Resorts Portfolio, and the Waterfront City Lifestyle Destination. 

He has held leadership positions with prominent regional and international organizations responsible for the development, master planning, design, and delivery of urban districts and key assets including hotels residences, offices, institutions, and retail entities.

Educated in Canada and the USA, Elias holds a Bachelor of Architecture.

Francis Giani
Chief Community Management Officer
Francis Giani is the Chief Community Management Officer overseeing Nakheel’s communities and leading business strategies to deliver world-class services and holistic living for all residents.

Francis joined Nakheel in 2020 and has been instrumental in transforming its community management business into a customer-centric and technology-driven business. Francis is passionate about creating a sense of belonging at Nakheel, whether for investors, residents, service providers or the workforce. He has also played an active role in bringing sustainability as an integral part of the community function.

With over 20 years of real estate experience specialising in community management and customer experience, Francis has held leadership positions across prominent regional developers and property management companies.

Born in South-Africa, Francis holds a master’s degree in Real Estate Investment and Finance with his thesis focusing on communities in the UAE. He also holds a Bachelor of Commerce (Law) degree as well as a degree in speech and communication.

Abed Bibi joined Nakheel in 2021 as Chief Marketing Officer where he leads the branding and marketing strategy. He is spearheading the digital transformation across all areas of the business and is bringing his passion for enhancing experiences to Nakheel to ensure that the company is a customer-first brand.

An avid entrepreneur and a creative leader with over 30 years of experience in the UAE, Abed has led innovative digital marketing companies across diverse sectors including real estate, start-ups, multinationals, and SMEs.

A computer science and accounting graduate from the Lebanese American University in Beirut, Abed’s creative spirit has seen him transform his career focus from an Electronic Data Processing and Financial Accounting auditor in his early career to a regional leader in marketing and branding.

Mr Khalid CPCO
Khalid Murshid Al Shehi
Chief Procurement and Contracts Officer
Khalid Murshid Al Shehi brings over 20 years of extensive senior experience to his role as the Chief Procurement and Contracts Officer of Nakheel. In his role, Khalid oversees the entirety of Nakheel’s contracting process across all business verticals. 

Since joining Nakheel in 2010, Khalid has held various senior management roles, specialising in carrying out and upholding the highest standards when it comes to Nakheel’s contractual and procurement planning processes and undertakings. Since 2015, Khalid has had oversight of contracts to the value of AED 38 billion across construction, operations and consultancy, issued over 7,000 purchase orders and provided input into over 100 legal processes. Khalid’s role has the responsibility of guarding against legal risk, settling litigation processes, providing oversight to the contracting and procurement processes, leading on negotiations and contributing to the overall Nakheel business plan.

Khalid’s career is a testament to his professional diversity, having worked previously in commercial procurement and now in Nakheel focusing on contracts and procurement and working with internal and external stakeholders to provide solutions-based outcomes. 

Prior to joining Nakheel, Khalid worked at Dubai Ports Authority, Dubai Properties and Tamdeen, where he focused on project development, management, delivery and maintenance.

Khalid holds a bachelor’s degree in electrical engineering and a master’s degree in industrial engineering, both from Miami University, USA. He is also a recipient of the Sheikh Rashid Award for Academic Excellence.
